The author asserts that all rulers, in all nations, have their power by the ‘hand’ of God, and are therefore responsible to the Divine.  In the mystical reading we need to recall the charge that we are to rule the various aspects of ourselves by this Divine decree; and that we are to ‘inherit’ the earth and rule over it.
