Eunuchs were despised by Jews and were abused by Greeks.  They were also not admitted to Jewish religious assembly.  The author probably suggests the beginning of the messianic age since Isaiah 56:3-5 forecasted their reconstitution in the messianic age. ‘In the temple of God’ is a word play signifying heaven on authority of Mi 1:2-3; Ps 11:4.  Eunuchs who were excluded from the Jews’ temple are accepted in special favour in God’s temple — heaven.
