See also 7.12, 9.04.  God’s Energies emanate, like heat from a flame, and gives cause to creation, but the Flame remains separate from the effects of the heat energy.  Another point of simile is to consider whether the waves make the ocean or the ocean the waves, but the answer in this non-dualistic philosophy is that there is neither wave or ocean because everything is in essence water – similarly everything is a manifestation of God through God’s Energies.
