Human spiritual evolution is a process which happens at different levels.  Some people cannot fathom the concept of non-attachment to the fruit of labour.  The Lord warns us not to expect all people to know and follow this.  This is a law of nature.  In fact, instead of discouraging these people, one may encourage them to continue in their efforts.  The sooner they labour enough the sooner they reach the point of satiation.
